FRCS completes BOCA 2.0 roll out

Fiji is the first National Society in the Pacific to finish the assessment, and the results will inform the next Strategic Plan.

The Fiji Red Cross Society has completed the Branch Organisational Capacity to Act (BOCA) 2.0 roll out in all 16 of its branches across four divisions. The final phase took place in the Northern and Central Eastern Divisions, where nine branches took part. Fiji is the first National Society in the Pacific and the third in the Asia Pacific region to complete BOCA 2.0.
BOCA 2.0 is a self-assessment tool that allows a branch to examine how it is set up to serve its community. It identifies where a branch is strong and where it needs support. It also gives branches a voice in the decisions that follow.
Participants in the final phase came from Bua, Levuka and Taveuni, and from islands as far as Rabi and Rotuma. Each branch described its own circumstances. The sessions produced thought provoking questions and practical suggestions, and the feedback was honest. All of it will help make the National Society stronger.
Director General Ms Ragigia Dawai urged volunteers from all 16 branches to take part. Volunteers deliver Red Cross services in communities every day. She asked them to speak openly about what works in their branch and what needs to change.
The facilitators who led the sessions were trained by Mr Jaryll Ong, Volunteering and Branch Development Coordinator at the IFRC Asia Pacific Regional Office. Mr Ong also supported the roll out, and the National Society thanks him for his support.
The input gathered from branches bears directly on service delivery. When branches describe their own strengths and gaps, the National Society can direct support where it is needed and build on what already works. A stronger branch reaches more people and responds faster. Those gains extend across the National Society as a whole.
“Every branch gave us an honest picture of where it stands and what it needs. That honesty makes our National Society stronger, and it will shape the direction we take next,” said Mr Aporosa Torotagi, FRCS Disaster Management Coordinator who rolled out the BOCA 2.0 in the Western and Northern Branches.
An independent party is now analysing the results. Their findings will inform the next Strategic Plan, which is currently being prepared. Because all 16 branches took part, the plan will draw on what volunteers and branch teams reported themselves.
The Fiji Red Cross Society thanks its branch leaders, volunteers and staff for their time and their views.
